NZTA’s Code of Practice for Temporary Traffic Management (COP/TTM) requires that only appropriately trained and qualified personnel carry out and supervise Temporary Traffic Management duties on all worksites.
This two-day STMS Level 1 course is for anyone with a basic Traffic Control (TC) qualification who is looking to take the lead role for traffic management on their work site. It is the next step from the TC (Traffic Controller) course and helps prepare course participants to take a lead role in traffic management on level 1 roads throughout New Zealand.
The STMS Level 1 qualification is valid for three years before it must be renewed.
Refresher courses are available. Axiom Training recommends that a refresher is completed every three years.
- Must be registered on the NZTA database
- Hold a current Level 1 Basic TC (or TC Refresher) qualification or have held a Level 1 STMS qualification (at any time) in the past
- For the refresher option a current Level 1 STMS qualification is required

How long is the Traffic Controller/Site Traffic Management Supervisor qualification valid for?
TC/STMS qualification is valid for 3 years. Both TC and STMS qualifications needs to be refreshed within one year of the expiry date, otherwise you may have to re-sit the full course.
How long do I have to have my Traffic Controller before I go on the STMS course?
You must have held the TC qualification for at least one month prior to achieving the STMS qualification.
Can I take the STMS refresher?
If your STMS has not expired or has not expired more than one year ago, you are able to take the STMS Refresher. If you have not previously held your STMS or have had this expire more than one year ago, you will need to take the full STMS course.
My STMS qualification has expired over 1 year ago. Do I need to take the TC course again?
STMS qualifications that expired over one year ago do not need to re-sit the TC, but will need to complete the full 2-day STMS course.

The STMS Level 1 course is for anyone with a basic Traffic Control (TC) qualification who is looking to take the lead role for traffic management on their work site.
STMS Level 1 - Refresher
This one-day refresher course enables participants to retain their qualification and keep knowledge current on site traffic management. It covers any significant changes in traffic management regulations and requirements in accordance with the Code of Practice for Temporary Traffic Management (COP/TTM).
